Tango Consult has been commissioned to review human resource management and other ten core documents (manuals) including staff rules and regulations for the International Conference on the Great lakes Region (ICGLR) Conference Secretariat (Bujumbura), the key tasks include: preparation of study instruments; key stakeholder consultations KIIs; data analysis and preparation of study report.
The ICGLR is an inter-governmental organization of the countries in the African Great Lakes Region establishment, emerged in 1996 between the United Nations and the African Union in the aftermath of the 1994 genocide in Rwanda and the protracted conflict, instability and war in Eastern parts of Democratic Republic of Congo in the 1990s. These events generated widespread insecurity, which ended up in the regionalization of the conflicts, a threat to peace, security and development in the region. The Treaty on Security, Stability and Development in the Great Lakes Region was signed in Nairobi, Kenya in December 2006. Following the signing of the treaty, several formal mechanisms for its implementation were established including the Conference Secretariat, based in Bujumbura, Burundi and inaugurated in May 2007.
